Why a washer instead of just a fastener
A fastener driven straight through a membrane concentrates all its load on a small hole. In wind, that hole becomes a tear, and a torn wall wrap stops being a weather barrier from that point across. The large washer face spreads the load so the membrane holds instead of splitting.
Where it matters most
High wind sites, and steel frame construction where the wrap is fixed rather than stapled. On an exposed frame that stands wrapped for weeks before cladding, the fixing detail is usually what decides whether the wrap is still intact when the cladding goes on.
