Commercial and residential insulation are specified under different parts of the National Construction Code and proved by different methods. Houses sit under Volume Two and the Housing Provisions, where compliance is usually shown with a whole-of-dwelling star rating. Class 2 to 9 buildings sit under Volume One Section J, where the target is a Total R-value for each element with thermal bridging counted.

If you have only ever bought batts for houses, the first commercial job is a shock. The quantities are different, the products are different, and the paperwork matters more than the price per square metre.

In Victoria, NCC 2022 has applied since 1 May 2024. New homes need a minimum 7 star thermal rating under NatHERS plus a Whole of Home score of at least 60. Other states adopted on their own dates, which is why the same builder can be working to two different baselines across a border.
Who decides what
On a house, one energy assessor usually sets the whole insulation schedule. On a commercial project the decision is spread across several people, and knowing who owns which number saves a lot of phone calls.

Total R-value is not the number on the pack
This trips up more specifications than anything else. The R-value printed on a batt or a roll is the material R-value. What the code asks for is the Total R-value of the construction: every layer, the air spaces, the surface resistances, minus the losses where framing bridges the insulation.
NCC 2022 Volume One Part J4 requires insulation to comply with AS/NZS 4859.1 and to be installed so it forms a continuous barrier with ceilings, walls, bulkheads and floors. It also requires the Total R-value and Total System U-Value, including the allowance for thermal bridging, to be calculated in accordance with AS/NZS 4859.2.
On a steel framed commercial building that bridging allowance is significant. Steel conducts heat far better than timber, so a wall with R2.5 batts between steel studs does not deliver anything close to R2.5 overall. That is why the thermal break has its own rules, and why swapping a product for one with the same label R-value can still fail the calculation.
Thermal breaks
Where metal roof sheeting is fixed directly to metal purlins, metal rafters or metal battens, and there is either no ceiling lining or a lining fixed to those same members, NCC 2022 Housing Provisions clause 13.2.3(7) calls for a thermal break of at least R0.2 between the sheeting and its supports. Clause 13.2.5(5) applies the same R0.2 requirement to metal framed walls at every point of contact between the external cladding and the frame.

Fire performance moves to the front
On a house, fire performance of insulation is rarely the deciding factor. On a commercial building it often is. Depending on the building class, rise in storeys and the location of the element, the specification may call for a stated Group number for the lining system, low flammability for a bushfire attack level, or a non-combustible product.
Practical consequence: a cheaper product that meets the thermal number can still be rejected because it does not carry the fire classification the specification names. Two practical notes. Fire classifications belong to a tested system, not to a material in isolation, so the substrate and the lining matter. And the paperwork has to name the same product you delivered, down to the facing type.
Acoustics are a code requirement
In Class 2 apartments and Class 9c aged care, sound insulation between sole occupancy units is a code requirement with tested system ratings, not a comfort extra. That changes the product. You are no longer choosing an R-value, you are building a tested wall or floor system, and substituting a similar looking batt can break the rating.
Density is usually the reason. Acoustic batts are made to a specified density to suit the tested system, so a lighter thermal batt at the same thickness is not the same product. See our acoustic insulation range for the products that go into those systems.
What changes on site
- Sequencing. On a commercial roof the insulation is installed by the roofing crew as the sheets go on, over safety mesh. Miss that window and you are back to a reroof. On a house the ceiling batts go in after lock up, and can be done any time.
- Fall protection. Commercial roof work brings safety mesh and a safe work method statement into the insulation package.
- Compression. Wide purlin spacing plus heavy sheeting will flatten a blanket unless spacers hold it. The Roof Razor Insulation Spacer exists for this, and its own product data notes it helps satisfy NCC Section J requirements.
- Access and handling. Pallets of roll product need a forklift or a crane and somewhere dry to sit. Nobody carries 90 m² rolls up a ladder.
- Storage. Glasswool that gets wet on site before installation is a warranty argument nobody wins. Plan covered storage into the site set up.
Procurement and program
The roof package is the one to bring forward. Everything else can follow the build.

Getting a substitution approved
Substitutions are normal on commercial work. They get rejected when the request arrives as a price comparison instead of a technical one. What actually gets approved is a request that shows the alternative meets every property the specification named, not just the R-value:
- The specified product and the proposed alternative, side by side
- Material R-value and, where it matters, the effect on the Total R-value calculation
- Fire classification, including the tested system it applies to
- Acoustic test report where the element is a rated system
- Thickness and how it fits the same cavity or spacer depth
- Evidence of compliance with AS/NZS 4859.1
Send that to the consultant who owns the number, not to the site office.
Documentation the builder will ask for
- Product data sheet with the R-value and the test standard it was measured to
- Evidence of compliance with AS/NZS 4859.1
- Fire classification where the specification calls for one, including Group number or BAL suitability
- Acoustic test reports where the product forms part of a rated system
- Installation instructions, which is what the certifier will compare the built work against
Collect this at the quote stage. Chasing a fire classification after the product is on site is how a delivery becomes a delay.

- Framing type, because steel framing drives the bridging allowance and the thermal break
- Fire requirements for each element
- Acoustic requirements between tenancies or units
- Roof build up: mesh, blanket thickness, spacer depth, facing type
- Condensation management, including ventilation and the vapour control layer
- Delivery staging, site access and storage
