R-Value by Australian Climate Zone: How the Number Is Set

Australia is split into eight NCC climate zones, and the insulation a building needs is set zone by zone. There is no single national R-value. The number also changes with the roof type, the number of storeys, the framing material and the roof colour, which is why the code carries dozens of tables rather than one. Find your zone first, then let the specification or energy report give you the number.

Search for insulation R-values in Australia and you will find a lot of neat little tables with one number per state. They are convenient and they are wrong often enough to cost money, because that is not how the code is written.

The eight climate zones

The zones follow Bureau of Meteorology climate data and are mapped to local government areas, so they do not follow state borders. Two towns a couple of hours apart can sit in different zones, and the boundaries are revised from time to time.

For our own patch: Melbourne is zone 6, and much of regional Victoria to the east and the high country runs into zone 7 and beyond.

Finding your zone

Do not guess it from the nearest capital. The Australian Building Codes Board publishes a climate zone map and a searchable tool that returns the zone for a specific address or local government area. That is the authoritative answer, and it takes about thirty seconds.

If the project already has an energy report or a NatHERS certificate, the zone is on it. Use that rather than looking it up again.

How the requirement is actually set

Here is the part the simple tables leave out. NCC 2022 does not give one minimum R-value per climate zone for roofs. It gives a series of tables, and which table applies depends on what you are building.

In the Housing Provisions, Part 13.2 alone carries separate tables for:

  • Pitched roofs with a horizontal ceiling, split by climate zone and by single storey against multi storey
  • Flat, skillion and cathedral roofs, again by climate zone
  • Metal framed roofs, which have their own tables because of thermal bridging
  • Insulated sandwich panels, which vary by climate zone and by roof solar absorptance
  • External walls, split by construction type such as concrete block, masonry veneer and lightweight cavity

So the honest answer to "what R-value do I need in zone 6" is: it depends which of those you are building, and the number comes out of the specific table for that construction in the current edition of the code. We do not reproduce those tables here, because a table copied into a blog post goes stale the day the code is amended, and a wrong minimum is worse than no minimum.

What changes the number besides the zone

Variable Why it moves the requirement
Roof type A pitched roof with a ceiling has a roof cavity working for it. A cathedral ceiling does not.
Storeys Some zones have separate tables for single and multi storey construction.
Framing material Metal framed roofs get their own tables because steel bridges heat past the insulation.
Roof solar absorptance A darker roof absorbs more. In climate zones 1 to 5, clause 13.2.3(10) limits the upper surface to no more than 0.64.
Wall construction Masonry veneer, cavity brick and lightweight walls are tabulated separately.
Building class Class 2 to 9 buildings go through Volume One Section J instead of the Housing Provisions entirely.

Two ways to prove compliance

For a house there are two routes, and which one the project uses decides whether you ever see those tables.

The elemental route. Each element meets the minimum Total R-value in the relevant table. Straightforward, no modelling, but no flexibility either.

The rating route. The dwelling is modelled and has to reach a star rating. Under NCC 2022, as adopted in Victoria from 1 May 2024, new homes need a minimum 7 star thermal rating under NatHERS plus a Whole of Home score of at least 60. Other states adopted on their own dates. This route lets a designer trade performance between elements, so the insulation schedule comes from the assessor's model rather than from a table.

In practice most new homes now go the rating route, which is why the insulation schedule you are asked to quote often does not match any published table. It is the output of a model.

Total R-value, one more time

Whichever route the project takes, the requirement is expressed as a Total R-value for the construction. That is every layer, the air spaces, the surface resistances, and a deduction for the framing that bridges through. Volume One Part J4 requires it to be calculated in accordance with AS/NZS 4859.2, and insulation itself to comply with AS/NZS 4859.1 and be installed to form a continuous barrier.

An R4.1 batt does not make an R4.1 ceiling. It contributes to one.

What this means when you are ordering

  1. Get the climate zone from the ABCB tool or off the energy report.
  2. Get the required Total R-value per element from the specification or the report, not from a blog table.
  3. Tell your supplier the element, the framing type and the target, and let them match the product.
  4. Check the depth available on site will hold that product at full thickness.
  5. Keep the product data sheets. The certifier compares the built work against what was approved.
